เมื่อวันที่ 10 กันยายน 2568 นางสาวภัทรัตน์ หงษ์ทอง เอกอัครราชทูต ณ กรุงเวียนนา พร้อมด้วยนายชีวินท์ ณ ถลาง อัครราชทูต ณ กรุงเวียนนา และนางสาวธัญธิดา หวังธำรง เฮลบาร์ธ ที่ปรึกษา ได้ให้การต้อนรับคณะผู้เข้าร่วมหลักสูตร “นวัตกรรมเพื่อการพัฒนาองค์การและสังคมที่ยั่งยืน รุ่นที่ 5” ที่สถานเอกอัครราชทูต ณ กรุงเวียนนา โดยมีหม่อมหลวงพัชรภากร เทวกุล ผู้อำนวยการสถาบันส่งเสริมการบริหารกิจการบ้านเมืองที่ดี สำนักงานคณะกรรมการพัฒนาระบบราชการ (ก.พ.ร.) นำคณะผู้แทนจากจังหวัดต่าง ๆ เข้าร่วม

เอกอัครราชทูต ณ กรุงเวียนนา แสดงความยินดีที่ผู้แทนจากจังหวัดต่าง ๆ ของไทยได้เดินทางมาศึกษาดูงานด้านการพัฒนาและบริหารกิจการเมืองของออสเตรีย ซึ่งถือเป็นประสบการณ์ตรงที่สามารถนำไปปรับใช้ตามความเหมาะสมในบริบทของพื้นที่ในประเทศไทยเพื่อส่งเสริมการพัฒนาท้องถิ่นอย่างยั่งยืน

ในการนี้ นายชีวินท์ฯ และนางสาวธัญธิดาฯ ได้บรรยายสรุปเกี่ยวกับภาพรวมทางการเมือง เศรษฐกิจ และนโยบายที่สำคัญของรัฐบาลออสเตรีย โดยเฉพาะการพัฒนาเมืองอย่างมีประสิทธิภาพ โดยกรุงเวียนนาได้รับการจัดอันดับให้เป็นเมืองที่น่าอยู่อาศัยที่สุดในโลกอย่างต่อเนื่องหลายปี นอกจากนี้ ยังได้นำเสนอแนวปฏิบัติที่ดี (Best Practices) ของกรุงเวียนนาในด้านต่าง ๆ อาทิ การพัฒนาเมืองที่เป็นมิตรกับสิ่งแวดล้อม ระบบขนส่งสาธารณะที่ทันสมัยและสามารถเข้าถึงง่าย การให้บริการสาธารณสุขและสวัสดิการแก่ประชาชนอย่างครอบคลุม ระบบสาธารณูปโภคที่มีคุณภาพ และการจัดการที่อยู่อาศัยให้ประชาชนสามารถเข้าถึงได้อย่างเท่าเทียม

ภายหลังการบรรยาย เอกอัครราชทูตฯ ได้จัดเลี้ยงอาหารค่ำเพื่อเป็นเกียรติแก่คณะผู้เข้าร่วมหลักสูตร ณ ทำเนียบเอกอัครราชทูตฯ และเปิดโอกาสให้คณะแลกเปลี่ยนข้อคิดเห็นในประเด็นที่หลากหลายและเสริมสร้างเครือข่ายความร่วมมือระหว่างกันอย่างใกล้ชิด

The Visit to Austria of Delegation of the 5th Executive Program on Government Innovation for Sustainable Development

On 10 September 2025, H.E. Ms. Pattarat Hongtong, Ambassador of Thailand to Austria, together with Mr. Cheevindh Nathalang, Minister, and Ms. Thanthida Wangthamrong Helbardt, Counselor, warmly welcomed the delegation participating in the 5th Executive Program on Government Innovation for Sustainable Development at the Royal Thai Embassy in Vienna. The delegation was led by M.L. Patcharapakorn Devakula, Director of the Institute for Good Governance Promotion, Office of the Public Sector Development Commission (OPDC), and comprised representatives from various provinces throughout Thailand.

During the briefing, Ambassador Hongtong emphasized the importance of firsthand experience in studying Austria’s achievement in urban development. She encouraged the delegation to adapt such insights and apply to foster innovative and sustainable development in Thailand’s local communities.

In this regard, Mr. Nathalang and Ms. Helbardt summarized Austria’s political and economic context, as well as the Austrian policies that have propelled progressive urban development. Focus was given on Vienna, which has been ranked among the world’s most livable cities for several consecutive years.

The briefing also pointed out best practices from Vienna across several key sectors, including environmental sustainability, efficient and accessible public transportation system, comprehensive healthcare and social welfare services, high-quality public utilities, and inclusive housing policies that ensure equitable access for all citizens. These examples were shared to inspire participants to implement innovative and strategies in their respective areas.

Following the briefing, Ambassador Hongtong hosted a dinner at the Royal Thai Residence in honor of the delegation. This gathering provided a good chance for informal dialogue and the strengthening of collaborative networks among the Thai agencies.
